Lift the top cover off the engine and inspect the pipe that leads to the tell-tale for obvious signs of damage/blockage . At the risk of digression we also need to consider Used outboards; We should be able to do this without any effort. You can do plenty of bad things to an inboard engine but you can't back it into a dock. Starting an engine out of water can damage it and over time, it can dry rot and fall I would remove the lower unit and inspect the water pump first and hope the damage not bad.

A compression check will tell how bad the damage is if it is damaged. I was recently interviewed by a journalist covering 2nd hand outboards. You wind the starter line round the pulley, switch on and pull. I didn't have to have my hands snaking through the bilge to work on it.
